asked the Secretary of State for the Colonies if he is aware that, during the recent elections in Accra, only 5,800 voters out of a total of 30,000 voted, so that the Convention People's Party's victory is based upon the votes of a very small proportion of the electorate; and what steps he proposes to take in view of these circumstances.

Yes, Sir. But in more recent elections (in Cape Coast) the percentage voting ranged from 40 to 46.

Will the Minister try to accept with the greatest reserve the enthusiasm shown for this extremist party by the hon. Member for Eton and Slough (Mr. Brockway)?

May I ask the hon. Gentleman whether the later elections, to which he referred and where the proportion of voters was high, did not also result in victories for the People's Convention Party in the Gold Coast?

Yes, Sir, but I think we have also to recognise that the two-party system is growing up there, and we have to give it time to develop.
