asked the Secretary of State for Scotland if he is aware that during April 84 building trade operatives left housing scheme work in the city of Edinburgh; and if he will give an assurance that adequate labour is available to carry out the city's housing programme.

Mr. McNeil

I understand that the facts are as stated by my hon. Friend, although it should be stated that of the 84 men 54 were labourers. The responsibility for ensuring that satisfactory progress is maintained on housing contracts rests primarily with the contractors. I have no doubt, however, that the Corporation are taking steps to see that their schemes are adequately manned

Will my right hon. Friend make a special point of seeing that these hitches do not occur in view of the deplorable overcrowding in Edinburgh?

Mr. McNeil

My hon. Friend must understand—I know he does so—that the primary responsibility must rest with the local authorities.
