Does the Chancellor's answer mean that a civilian who has lost a leg does not get any Income Tax concession whatever for wear and tear of clothing?

This is not a matter in which one can make an Income Tax concession suitable to the circumstances of the needs of the individual and, if at all, it should be dealt with in the way in which the war pensioners are dealt with.
