32. Mr. Leslie Hale

asked the Secretary of State for the Colonies whether he is now in a position to make a statement as to the progress of the Owen Falls hydro-electric scheme for Uganda; and any decision as to the proposals for the irrigation of the Upper Nile.

In reply to the first half of the Question, I would refer my hon. Friend to the reply given to my hon. Friend the Member for Attercliffe (Mr. J. Hynd) on 29th March. The second half of this Question appears to refer to irrigation proposals affecting the Sudan and should be addressed to my right hon. Friend the Foreign Secretary.

Is my hon. Friend aware that there is no information in the Library at all about this exceedingly important scheme, that we cannot find out who is directing it and who would be responsible for speeding it up? Is my hon. Friend also aware that all the information I have been able to get about it has come from the Colonial Office? Is it a matter for the Condominium? What is happening about this, either at the Foreign Office or elsewhere?
