asked the Secretary of State for the Colonies (1) if, in order to illustrate the difficulties of colonial administration, figures showing the great rate of increase in population in the Colonies as compared with that in richer countries will be prominently exhibited at the forthcoming Colonial Exhibition;

(2) if figures showing the net revenue per head from colonial sources will be prominently exhibited at the forthcoming Colonial Exhibition side by side with the British figures in order to illustrate the poverty and low taxable capacity of the Colonies, and the difficulties of colonial administration.

It is intended to refer in the Exhibition to both these subjects and to illustrate in various ways the difficulties of colonial administration. I do not think, however, that in the present state of knowledge a purely statistical treatment would be possible or adequate.
