Mr. Peter Freemanasked the Minister of Town and Country Planning what official information he has issued concerning an Outline Plan for South Wales and Monmouthshire; and, in view of information published in the local Press on 9th February, what steps he takes to see that such information does not reach the hands of unauthorised parties.
§ Mr. KingProof copies of the Plan were supplied in advance of publication to certain local authorities with which my right hon. Friend was discussing particular matters relating to their areas. Although it was made clear that these proofs were supplied for the purpose of the discussion, they were not specifically marked "Confidential" and this may account for the disclosure to the Press.
§ Mr. FreemanCould my hon. Friend indicate that this is a gross breach of privilege, to publish privately what has not been published publicly and is not available to hon. Members of this House, and would he take steps to prevent such an action occurring in the future?
§ Mr. KingMy right hon. Friend regrets very much that it was published. At the same time, as the word "confidential" was not actually written on it, I should hesitate to take quite the view which the hon. Gentleman takes.
