asked the Financial Secretary to the Treasury why, in view of the shortage of cigarettes in this country, His Majesty's Customs are confiscating supplies of cigarettes which U.S. visitors bring with them; and what happens to cigarettes so confiscated.

Cigarettes are not confiscated unless they are smuggled or the owner is unwilling to pay the duty. Perhaps the hon. and gallant Member will write to me and tell me what he has in mind. Goods confiscated by the Customs are disposed of for the benefit of the Exchequer.

Is the right hon. Gentleman prepared to consider any scheme for a ration of non-dutiable cigarettes for such visitors?

The Customs do allow a certain number in when travellers arrive, and I think that works very well.
