36. Sir Waldron Smithers

asked the Minister of Health why he has refused to issue a licence for the erection of two bungalows in Hayes Mead Road, West Wickham, Kent; and, in view of the fact that the site is cleared, water mains laid on and the foundations laid, and that Mr. Sharman intends to do the work by unpaid labour in his free time, if he will now reconsider the matter and grant a licence.

Mr. Bevan

If Mr. Sharman can satisfy the Council that he does not propose to use any paid labour, and has all the necessary materials in his possession, there will be no objection to the issue of a building licence.

For once, may I thank the Minister Does he not realise that if he is unreasonable in granting this permission it only encourages people to break the law?
