§ II. Sir John Mellorasked the Minister of Transport whether he is aware that Circular 618 in effect compels highway authorities to dismiss a large proportion of their older roadmen; and whether he is satisfied that other acceptable employment is available for those dismissed.
§ Mr. BarnesThe Circular makes it clear that the object of the proposed reduction in highway staffs is to release men who will be suitable for employment in the types of work specified in the Circular. I am hopeful that highway authorities will co-operate to that end.
§ Sir J. MellorIs the right hon. Gentleman aware that in Warwickshire half the roadmen are over 55 years of age and only one sixth are under 40? Does the right hon. Gentleman expect that highway authorities shall make a clean sweep of all the younger men?
§ Mr. BarnesNo, but I should assume that, taking into consideration all the circumstances which have led to this cut, highway authorities would co-operate to their maximum capacity to reduce the hardship on any particular age group.
§ Sir W. WakefieldIs the Minister aware of the grave anxiety of highway authorities at the dismissal of these roadmen because of the very serious condition of the roads at the present time? This dismissal will mean that roads will not be maintained properly.
§ Mr. BarnesI understand they are concerned but, on the other hand, I think the general reasons for it are appreciated and there is very little alternative.
§ Sir J. MellorIs the Minister aware that the Public Works Committee of the Birmingham City Council have recommended resistance to his Order in this respect.
§ Mr. BarnesI was not aware of that, but I hope they will change their minds.
