asked the President of the Board of Trade whether, in order to counteract the disproportionate amount of material used by followers of the new fashions, he will change the clothes rationing system so that coupons apply to the length of material rather than to the number of garments.

I regret that the hon. Member's suggestion would not be practicable.

Coupon rates must be easily recognisable. They are based on the average cloth content within each of the main categories, infants', children's, and adults' coupons. If they depended on complicated calculations for each garment, there would be uncertainty and endless disputes, and illegal rates would be difficult to control.
