asked the Minister of Agriculture to what extent appointments to the Agricultural Land Service and the Agricultural Land Commission have been restricted to persons holding professional qualifications in land management; how many appointments have been made in respect of persons who have not appeared before the Civil Service Commissioners in open competition; to what extent preference is given to ex-Service applicants; and what proportion of appointments in the Welsh Region is being granted to persons of Welsh origin.

As regards the Agricultural Land Service, I am sending the hon. and gallant Member copies of the regulations governing appointments; apart from the director and candidates appointed as a result of open competitions, 14 appointments have been made of persons who appeared before the Civil Service Commissioners in a special competition arranged for officers already serving in the Ministry in a temporary capacity; no special preference has been given to ex-Service candidates in these competitions; the Agricultural Land Service covers England and Wales, and no posts have been specially reserved for person; of Welsh origin. The appointments of members of the Agricultural Land Commission are made in accordance with the provisions of Section 68 (6) of the Agriculture Act, 1947.
