I beg to move, in page 8, line 44, at the end, to insert: (2) Where under subsection (4) of section one of this Act a local authority take over the care of a child from another local authority, that other authority shall where possible inform the parent of the child that the care of the child has been so taken over. This Amendment, I think, ought to be considered in conjunction with the next one on the Paper, also a Government Amendment. It places a duty on a local authority, where possible, to inform the parent if the child is transferred from its care to the care of a local authority in whose area the child was held to be ordinarily resident when taken into care. This partly meets the point of an Amendment that was moved in Committee. That Amendment was rather wider, and we felt that we should limit this to the case—and I think this is in line with what the hon. and gallant Member for Pollok (Commander Galbraith) said at the time—of the transfer of a child from the care of one local authority to another; and that the parent should be informed of that transfer.
