asked the Parliamentary Secretary to the Admiralty whether he will now agree to discuss with the recognised staff organisation concerned and with the Admiralty Administrative Whitley Council the proposed navalisation of the Electrical Engineering Branch of his Department.

The principle of navalisation is not a matter which falls within the ambit of Whitley machinery or of negotiation with a staff association. The effect on the future prospects of the civilian staff now serving in the Electrical Engineering Department, which would depend on the extent to which the principle is applied, has already been discussed in a preliminary way by the Admiralty Administrative Whitley Council, and will be further discussed with the staff side of that Council as soon as the official side are in a position to make definite proposals.
