asked the President of the Board of Trade whether he is aware that packing materials are scarce and dear; that the shortage of them is an obstacle to our export trade; and whether he will arrange for shipping companies to accept packing cases being returned to senders in Britain.

I am aware of the difficulties resulting from the shortage of packing materials, and I am doing all I can to ensure that adequate supplies are available for export. I am making inquiries into the position as regards the return of empty cases from overseas.
