5. Mr. Osborne

asked the President of the Board of Trade on what grounds he refused permission to Mr. A. H. Smith, of 82, Eastgate, Louth, to send 6 lb. of home-produced honey, which is not rationed, to his daughter in Canada, since his Department's letter dated 12th August, reference ELB 1/42, refers only to the prohibition of rationed goods.

The letter in question describes the arrangements under which gift parcels containing rationed foodstuffs may be sent abroad. For the purpose of these arrangements honey is a rationed foodstuff, and Mr. Smith may send it, therefore, subject to the conditions set out in the letter.
