asked the President of the Board of Trade when it is proposed to make an allocation of collar cloth for the making of white stiff collars.

Cotton manufacturers are already permitted to use certain utility fabrics, of which there is substantial production, for the manufacture of white stiff collars. In addition, arrangements were made some time ago for the manufacture of some non-utility cloth for this purpose, and similar arrangements will be made in future as opportunity offers.

Mr. Walker-Smith

Is it not a fact that the utility fabric referred to only makes what are called semi-stiff white collars, which are not considered very satisfactory for barristers and other professional men?

Is the right hon. Gentleman aware that it is an entire waste of time to make stiff collars, as it is impossible to get them starched, anyway?
