32. Mr. Gammans

asked the Secretary of State for the Colonies if he is aware of the concern felt in Malaya regarding the changes which have been made in the use of the banishment ordinance and the effect which they have had in securing convictions against persons guilty of robbery and murder; and if he will make a statement on the subject.

Mr. Rees-Williams

There have been no such changes. I am satisfied that the banishment enactments in force in Malaya are being as effectively used to combat robbery and murder as in the past.

Mr. Gammans

Have any instructions been sent to the Governor which would affect in any way the manner in which those enactments are, in fact, enforced?

Mr. Rees-Williams

No such instructions whatsoever have been sent.
