The decline in waste paper collection has been due principally to the non-recurring nature of wartime collections of books and records, to labour and transport difficulties of local authorities and in some degree to public apathy. As I explained to my hon. Friend the Member for West Leicester (Mr. Janner) on 24th March an inter-Departmental Committee has been set up to consider what steps can be taken to improve collections.

Does not the right hon. Gentleman think that there will be a substantial increase in the waste paper collection when the 600 Socialist newspapers get going?
