CrippsThe decline in waste paper collection has been due principally to the non-recurring nature of wartime collections of books and records, to labour and transport difficulties of local authorities and in some degree to public apathy. As I explained to my hon. Friend the Member for West Leicester (Mr. Janner) on 24th March an inter-Departmental Committee has been set up to consider what steps can be taken to improve collections.
