No, Sir. It is not possible to make such an estimate.

Will the Financial Secretary say in broad terms whether or not imperial preference has had a beneficial effect on the food subsidies?

It all depends. Some of these preferences do not go to the consumer in this country at all. For example, sugar goes to the Dominions.
