asked the Chancellor of the Exchequer how many civil servants were employed in each Department with a staff of 1,000 or more, for the latest convenient date in 1947 and before the war, indicating separately the numbers employed at headquarters and in regional offices.

As the answer contains many figures, I will, with permission, circulate it in the OFFICIAL REPORT.

Following is the answer:

1. Regionalisation developed extensively during the 1939–1945 war years. In 1939, only the Ministries of Labour (1,616 staff), Transport (1,455 staff) and Pensions (490 staff) and National Savings Committee (61 staff) had regional systems comparable with the present organisations.

2. The numbers shown under "Regional Offices" are those employed at Regional Headquarters. In addition, civil servants are employed at local post offices, in the employment exchanges, in local food offices, and in other out-stations. These are not shown separately, but are included in the total figures.
