§ Mr. BarnesI he rate of progress on the road works remaining to be executed under the Crofter Counties programme must depend upon the extent to which we are justified in applying manpower and money to this purpose, but I appreciate the importance of these improvements to the localities concerned, and, as the hon. Member knows, that part of the programme situated in the Orkneys and Shetlands has already been completed.
