§ 30. Mr. Osborneasked the Minister of Health what action he proposes to take on the motion of the Leicester City Council, dated 26th February, 1946, asking him to remove the disability imposed by Section 76 of the Local Government Act, 1933, to enable the 40-odd members of the Leicester City Council who belong to the co-operative society to vote on tenders submitted by the co-operative society to the city council.
§ Mr. BevanI took action upon this letter on 6th March by acceding to the city council's request that the disability should be removed.
§ Mr. OsborneDoes not the Minister think it unwise and unfair that these co-operators should be put in the position of being both buyer and seller, and is he aware that the local traders are afraid of a "Co-op." monopoly being set up in Leicester?
§ Mr. BevanI have acted in this matter quite judicially and in accordance with the powers entrusted to me by Act of Parliament. I have decided to remove the disability where it prevents the proper functioning of a local authority. I have done so wherever circumstances of this sort obtain, but where the local authority can still function with councillors who are in this position I have not removed the disability.
