asked the Prime Minister whether he will favourably consider inviting Marshal Stalin to visit this country, with a view to taking part in the forthcoming Victory celebrations.

Having regard to all the circumstances, His Majesty's Government have reluctantly come to the con- clusion that it will not be practicable to invite distinguished personalities other than high ranking officers of the Allied Forces.
