31. Mr. Dumpleton

asked the Secretary of State for the Colonies whether reforms have yet been made in the constitution of the Lukikio of Buganda to give greater representation to Africans who are not chiefs and large landowners; and, if not, whether favourable consideration will be given to effecting such reforms.

Mr. George Hall

Yes, Sir. The Buganda Government enacted a law last November to provide for the election of 31 unofficial representatives out of a total of 89 members of the Lukikio. The 31 unofficial representatives are elected by a method of indirect election based on the votes of all males of age.

Mr. Dumpleton

Is my right hon. Friend aware that there is considerable dissatisfaction amongst advanced Africans with the feudal character of the Lukikio, and will he do his best to impress on the Government of Uganda the necessity for-urging forward steps for its reform so that educated Africans who are not chiefs, and peasants, can be better represented?

The changes which I have mentioned in reply to the Question mark a very large advance in Buganda.
