§ Mr. BarnesOn the outbreak of war in 1939, privately-owned wagons except those of certain specially exempted types, were requisitioned so that they should be operated in a pool with railway-owned wagons. This enabled substantial operating economies to be effected and has greatly helped the railways in dealing with the heavy volume of traffic. New requisitioning notices have to be made from time to time to cover wagons built since the date of the original notice. No special significance attaches to the date on which the notice becomes effective.
