§ Mr. ShinwellEvery endeavour is made to ensure as far as possible that the main line railways are supplied with coal of suitable quality, but so long as there is a shortage of the best large coal to meet all requirements the inclusion in the railways' supplies of some qualities which they would not normally use cannot be avoided.
