§ Mr. StracheyA.C.S.E.A. did not have the opportunity to make real headway with E.V.T. until the Japanese war was over. Consequently, we realise that facilities are not yet generally available there to the same extent as in other Commands; but we are doing everything we possibly can to help them to catch up as quickly as possible.
