asked the Secretary of State for the Home Department if he contemplates making any arrangements to enable persons whose disabilities confine them permanently to bed to exercise their right to vote at future elections.

Yes, Sir. This matter was dealt with in the final report of the Speaker's Conference, and in the Bill which the Government hope to introduce to implement the major outstanding recommendations of that Conference there will be included a provision to enable persons who through physical incapacity are unable to attend a polling station, to vote as absent voters.
