Yes, Sir. Some of the establishments are not working to capacity, however, owing to labour difficulties and enemy action. My right hon. Friend is taking all practicable 1778 steps, in consultation with other Departments concerned, to obtain staff and to carry out repairs as well as to encourage improvements.
