10. Mr. Arthur Duckworth

asked the President of the Board of Trade whether he is aware that boot and shoe makers and retailers have on their hands a considerable quantity of old-fashioned and soiled stock for which the public are not prepared to surrender coupons; and whether he will authorise the disposal of these stocks coupon free below a certain defined value.

Traders may sell such stock at a quarter or half the normal coupon rates if they reduce their prices sufficiently. I could not agree, in present circumstances, to coupon-free sales.
