I beg to move, That an humble Address be presented to His Majesty, in pursuance of the provisions of Section 309 of the Government of India Act, 1935, praying that the Government of India (Governors' Allowances and Privileges) (Amendment) Order, 1945, be made in the form of the draft laid before Parliament. This Order deals with what are known as the contract allowances to Governors of the Indian Provinces. They cover such items as wages, liveries for servants, the cost of fuel, stable establishment, garages, the maintenance of motor cars, stationery and other matters. The cost of all these have gone up enormously in India, and although, two years ago, additional allowance was made for wages that has not covered the whole of that item. Many of these costs have gone up by something like 200 per cent., and in spite of every effort to maintain a more austere establishment Governors have found it impossible to live within their contract allowances. The Order authorises me, in cases where a Governor can prove the necessity, to increase the sanctioned increase of these allowances up to a maximum of 25 per cent.
