asked the Secretary of State for Foreign Affairs whether he has received any information about the establishment of a Foreign Department of the Soviet All-Union Committee on Higher Schools under the direction of Professor Chemodanov; when he will grant facilities for a party of Russian students to visit this country and when a reciprocal visit of. English students can be arranged to the U.S.S.R.

I have seen the announcement that the All-Union Committee on Higher Schools has established a Foreign Department, and I hope it means that we shall soon be able to arrange for exchanges of students with the Soviet Union. Last August His Majesty's Ambassador at Moscow invited the head of the All-Union Committee on Higher Schools to send a delegation of experts to this country to arrange for an exchange of students during the present academic year. Unfortunately the Soviet authorities had to postpone the acceptance of this invitation, but they have expressed their approval in principle, and I hope they will send their delegation soon.
