§ The Secretary of State for Foreign Affairs (Mr. Ernest Bevin)I have seen the announcement that the All-Union Committee on Higher Schools has established a Foreign Department, and I hope it means that we shall soon be able to arrange for exchanges of students with the Soviet Union. Last August His Majesty's Ambassador at Moscow invited the head of the All-Union Committee on Higher Schools to send a delegation of experts to this country to arrange for an exchange of students during the present academic year. Unfortunately the Soviet authorities had to postpone the acceptance of this invitation, but they have expressed their approval in principle, and I hope they will send their delegation soon.
