asked the Minister of War Transport whether, in connection with his present campaign to reduce road accidents, he intends to take steps to make compulsory the regular testing of all motor-vehicle brakes with a view to ensuring a pre-determined standard of braking efficiency.

Mr. Barnes

Powers already exist under which the police and certain of my officers may test the brakes of any vehicle. The Committee on Road Safety recommended the establishment of vehicle testing stations in their interim report and propose to deal more fully with the matter in the further report they are now preparing.

Mr. Janner

In view of the fact that the testing of brakes usually takes place after an accident has occurred, will my right hon. Friend see whether any definite step could be taken to ensure a regular test, so that accidents could be avoided?

Mr. Barnes

As I have indicated, the whole matter of safety devices and matters of that description are coming under comprehensive review, and will be related together.
