asked the Secretary of State for the Home Department what steps he is taking to clarify the position in the case of an elector holding a proxy on behalf of a serving soldier known to be missing.

The fact that a Service voter is officially reported to be "missing" does not prevent his proxy from voting on his behalf. It is only when the death of a Service voter is notified that the proxy paper becomes invalid.
