§ 38. Mr. Saltasked the First Lord of the Admiralty whether, in appointing attachés to Embassies and Legations overseas, regard is had to the scientific or technical qualifications of the officers concerned; and whether, in view of the increased importance of scientific developments in warfare, he is satisfied that sufficient attention is being paid to this matter.
