HC Deb 25 May 1944 vol 400 c899
1. Lieut.-Colonel Sir Ian Fraser

asked the Minister of Labour if he will grant to branch managers of employment exchanges the same war bonus as paid to civil servants of the same grade, the same rate of pay for overtime and holidays with pay.

The Minister of Labour (Mr. Ernest Bevin)

Branch managers are not civil servants, but agents whose conditions of service have been agreed by the Departmental Whitley Council. The general Civil Service conditions as to pay, bonus, overtime and holidays are, therefore, not applicable to them, although, in fact, it has recently been agreed that they should, generally, receive war bonus at the same rates as civil servants.
