asked the Secretary of State for Foreign Affairs whether he will take steps to encourage the formation of an international brigade to which those elements of foreign units who wished could be transferred and employed under conditions satisfactory to themselves.

My hon. Friend's proposal would involve very far-reaching difficulties and I do not think the present stage of the war would be an appropriate moment to embark upon an experiment of this nature.
