§ Colonel StanleyI have no doubt that it will be possible to implement many of these recommendations, but an answer to the second part of the Question must await first the receipt of the views of the British West Indian Governments with which Sir Frank Stockdale, as Chairman of the Conference, is in communication on this matter and, thereafter, consultation with the United States Government, since many of the recommendations involve joint action in or covering British and United States territories.
