asked the Minister without Portfolio whether he can now give an assurance that children's allowances will be paid direct to the mother.

I would refer my hon. Friend to the answer which I gave on this subject to the hon. Member for Dartford (Mrs. Adamson) yesterday.

In view of the fact that the policy of children's allowances has been accepted by the Government, what is the logical reason for keeping it a secret to whom the allowances shall be paid?

It is impossible to anticipate, piecemeal, the provisions of the White Paper.

Does not my right hon. and learned Friend recall that the Chancellor of the Exchequer said that the proposal for family allowances would come to the House before the comprehensive measures dealing with the Beveridge Report?

They are part of the White Paper, and an important part of it.

Could not the right hon. and learned Gentleman for once "come clean" with the secrets?
