asked the Secretary of State for the Colonies whether, with a view to stimulating economic development, he will consider setting up whole or part-time electrical and irrigation commissions for grouped areas within the Colonial Empire.

I am sure that in various parts of the Colonial Empire there are possibilities of developing water resources and the supply of electricity to the general benefit. Many Colonial Governments are already paying attention to these. I should certainly be willing to consider the appointment of special authorities overlapping existing Colonial boundaries if it seemed that they were required.
