asked the Parliamentary Secretary to the Ministry of War Transport (1) in view of the complaints that have been made in connection with the operation of the Road Haulage Scheme of his Department, what steps have been, or are being, taken to consult with the road haulage industry through the Standing Joint Committee of the national organisations so as to effect improvements;

(2) what action he has taken in consequence of the representations of the Standing Joint Committee of the National Hauliers' Organisations alleging waste and inefficient running in the operation of the Government Road Haulage Scheme.

Mr. Noel-Baker

Soon after the road haulage organisation began its work, the Standing Joint Committee, acting on the suggestion of my Noble Friend, set up consultative panels which are available for the discussion of any matter connected with the organisation. The panels meet at the request of either party. In addition, a local representative of the Standing Joint Committee attends a monthly meeting of the road haulage organisation officials in each area and division of the country. In these meetings the local working of the organisation is discussed. Useful discussion covering a number of matters, including methods of operation, have recently been held under these arrangements, and action has followed on the points raised.

Is it not a fact that the trade organisations themselves have given case after case in which there has been waste of money? Is the Department taking any steps to meet this position?

Mr. Noel-Baker

No, Sir. As I understand it, the organisations have made general allegations, such as are too frequently made in this House. When the details are given we always inquire, and usually we find a perfectly satisfactory explanation.

63. Major Lyons

asked the Parliamentary Secretary to the Ministry of War Transport, how many persons now or formerly connected with the firm of Transport Services, Limited, are, or have been, in positions under the Road Haulage Scheme of his Department and the number salaried thereunder; and what number are in receipt of remuneration from that firm whilst holding such position in the scheme.
