35. Mr. Sorensen

asked the Secretary of State for the Colonies what action is being taken to provide accommodation for African labourers working on the main road from Uganda to the Belgian Congo; and whether he is satisfied that adequate provision is being made for their welfare.

Mr. Emrys-Evans

So far as my information goes, there is at present no constructional work in progress on the main road between Uganda and the Belgian Congo, but I presume that the hon. Member is referring to the movement of migrant labour between these two territories. The Governor of Uganda has recently forwarded comprehensive proposals to provide for the welfare of such labour and work has already started on a two-year programme for the construction of rest camps, hospitals and first aid posts, from the Congo Border to Kampala. Food will be supplied when necessary free-of-charge to labourers moving along this route in search of work.

Is the Minister aware that until recently, apparently, quite a number of these labourers were unable to find accommodation, and is that disability now overcome?

I think the hon. Member will see from my reply that every effort is being made to overcome that difficulty.
