asked the Secretary of State for the Colonies what are the specific functions of the British Council in the West Indies; what is its relationship to the Stockdale Commission; whether an agreement defining the functions of the British Council was concluded in March, 1943, between the Stockdale Commission and the representatives of the British Council in the West Indies; whether a copy of this agreement has reached him for approval; and whether he will place a copy of the agreement in the Library.

As regards the first part of the Question, I have nothing to add to the reply I gave to a Question by the hon. Member on 22nd March. As regards the relations between the British Council and the organisation under the direction of Sir Frank Stockdale, a memorandum was drawn up in March, 1943, following on consultations between the Comptroller and British Council representatives. This memorandum, which represents a working agreement on the demarcation of functions between the two bodies, has been accepted by the British Council and myself. I will certainly arrange for a copy of the memorandum to be placed in the Library of the House.
