26. Mr. Riley

asked the Secretary of State for the Colonies how many towns in Nigeria and the Gold Coast have the right to elect members to the Legislative Council; whether there is any plan to extend this right to other towns at present unrepresented; and whether action is likely to be taken in the near future.

Colonel Stanley

In the Gold Coast three towns, Accra, Cape Coast and Sekondi, have each the right to elect one member to the Legislative Council, and in Nigeria Lagos elects three members and Calabar one. As regards the future, I cannot at present add to my reply to my hon. Friend on 14th April, 1943.

Is the right hon. and gallant Gentleman satisfied with the report of the elected representatives on these councils?

Colonel Stanley

Well, Sir, that is part of a far bigger question. It is not certain at all how suitable these methods of elections are outside purely urban districts.
