A local education authority may defray any expenses necessarily incurred—

  1. (a) by members of the local education authority; or
  2. (b) by members of any committee or subcommittee of the local education authority; or
  3. (c) by members of any divisional executive constituted under Part III of the First Schedule to this Act—
in travelling to and from meetings of the local education authority, committee, sub-committee or divisional executive or in travelling by direction of the local education authority, committee, sub-committee or divisional executive for the purpose of discharging any functions conferred upon the local education authority by this Act.—[Sir J. I beg to move, "That the Clause be read a Second time."

As I hope to receive a favourable reply from the Minister, I will not argue a case for this Clause.

Mr. Butler

I am advised that the motive of my hon. Friend in moving this new Clause is quite unexceptionable. His desire is to see that people serving on divisional executives should have their travelling expenses paid, but I am also advised that the matter affects local government legislation generally and that it would be out of Order for me to try to deal with it in this Bill. With a view, however, to seeing whether there can be some easement in the position of those serving on divisional executives I will consider the position.

In view of that reply, which is somewhat qualified, I would like to point out that I could have made a long speech to justify this Clause. However, I accept the undertaking that the matter will be inquired into, and perhaps there will be another opportunity for me to justify what I could have said had I chosen to do so.
