71. Mr. Craven-Ellis

asked the Minister of Health whether there is an official definition of a slum house, as no Housing or Public Health Act gives such a definition?

Mr. E. Brown

The term "slum house" is one generally understood, and commonly used by those not wishing to resort to legal language, as describing a dwelling defined in the Housing Act, 1936, as one which is unfit for human habitation and is not capable at a reasonable expense of being made so fit.

Mr. Craven-Ellis

Is it not possible for the Department to fix a definite life for the property—such a life as will prevent slum conditions prevailing?

Mr. Brown

I cannot discuss that on this Question.

Does it not depend a great deal upon the inhabitants of the property?

Mr. Brown

I think my answer was a definite and precise one.
