asked the Minister of Supply whether the terms of the licences proposed to be issued under Article 5 of the Emergency Powers (Defence) Raw Materials (Paper) Order (S.R. & O., No. 1394, of 1943) will be incorporated in a subsequent Order or whether it is contemplated that the terms may vary from licensee to licensee?

Any licences issued would relate to individual cases of hardship or other special circumstances. If occasion should at any time arise for a general relaxation, it would be made by a further Order.
