asked the President of the Board of Trade whether the Government are now in a position to make an announcement in connection with a long term policy to safeguard the interests of the small trader after the cessation of hostilities?

On the question of whether or not, and, if so, subject to what modifications, the present arrangements for the licensing of shops shall continue after the war, I have invited the views of the principal organisations concerned. Other problems, affecting the future of retail trade, are also being considered, in relation to the Government's post-war policy as a whole.

Is my right hon. Friend aware of one central and vital fact—that protective legislation to safeguard the businesses of small shopkeepers will have to be introduced on the cessation of hostilities. Is he further aware that the matter of the small shopkeeper cannot be lightly dismissed, in fact, cannot be dismissed at all?

Mr. Dalton

Nothing is being lightly dismissed, and the organisations, including that of which the hon. Member is a distinguished ornament and vice president, are being consulted.
