HC Deb 29 July 1943 vol 391 c1760
33. Admiral Sir William James

asked the Secretary of State for the Home Department to what extent statistics of juvenile crime show that juvenile crime is of rare occurrence in towns where the schools are provided with playing fields and games are organised for the pupils after school hours?

The Secretary of State for the Home Department (Mr. Herbert Morrison)

I have no doubt that the best method of checking lawless activities by the young is to provide them with opportunities for other activities, and that this is one of the many advantages of providing playing fields or opportunities for games: but the point is not one which lends itself to statistical demonstration.
