As the Financial Secretary informed the hon. Member for Rugby (Mr. W. Brown) on 14th July, Departments are continually seeking to curtail work and improve processes. Staff so saved are either reported to the Ministry of Labour for release for service with the Forces or in industry, or used to replace staff released in their own or other Departments. My hon. Friend will appreciate that some Departments concerned with the war effort or urgent post-war business cannot avoid expansion due to increase of work or substitution of experienced by less experienced staff. In general, however, I can assure him that a substantial number of released civil servants are being reported to the Ministry of Labour and National Service for service where that Department finds the greatest need.
